RATES OF HIRE CHARGES TO TAKE EFFECT FROM 1 APRIL 2011 TO 31 MARCH 2012

Notes for guidance when hiring:

  1. Preparation time and clearing up time is not allowed free of charge. The premises must be booked for the actual time that it is to be used, this must include preparation, clearing up and the actual function.
  2. The full conditions for the letting are issued to hirers at the time of booking and hirers are required to obey them.
  3. Deposit on single booking of 25% if date of booking is further than three months in advance.
  4. Payment for single bookings must be made 14 days in advance if a deposit has been paid or on booking if the date of the booking is within the next three months.
  5. Contract bookings are invoiced on a monthly basis by the Clerk.

FACILITIES AND CONDITIONS OF HIRE 

The Council Chamber may be hired for meetings with use of toilets and a small kitchen if required. Hirers must be 21 years old or over.

  • Tables and chairs are provided.
  • The kitchen is equipped with kettles and crockery for the service of light refreshments only.
  • There is parking for 10 cars adjacent to The Centre.
  • The Council Chamber is 25 ft x 22 ft maximum capacity being 40.
  • The premises are available for hire between 9am and 10.30pm, Monday to Saturday.
  • All applications for the use of The Centre must be made to the Town Clerk, Town Council Office, The Simpson Centre, Hitchin Road, Stotfold during office opening hours.
  • The hirer should include preparation and clearing up time in the hours booked.
  • Applications for free lettings must be made in writing to the Town Council.
  • Hirers must give at least one month's notice to cancel a long-term regular hire agreement.
  • Payment for single bookings must be made two weeks in advance. Payments for long term regular bookings shall be made as directed by the Clerk.
  • The Town Council reserves the right to refuse any application for hire without stating its reasons for doing so. 
  1. The Hirer shall be responsible for supervision of the premises, the fabric and contents, safety from damage however slight or change of any sort and subsequent cost of repairs, and the behaviour of all persons using the premises.
  2. The Hirer is responsible for making sure that the premises are not left unattended and unsecured at any time during or at the end of the hire period.
  3. At the end of the hire, the hirer is responsible for leaving the premises and surrounds in a clean and tidy condition, replacing any furniture etc. in its original position, and securing the premises unless directed otherwise.
  4. All equipment brought into The Centre by the hirer or their agents must be removed at the end of the hire period.
  5. The Hirer must ensure that any electrical appliances brought to the premises are certified as safe and in good working order, and are used in a safe manner and at owner's risk.
  6. The Hirer must ensure that the minimum of noise is made on arrival and departure, and must not disturb the Town Council office.
  7. The Hirer shall ensure that no dogs except guide dogs are brought onto the premises.
  8. All relevant Health and Hygiene procedures must be observed when serving food or drink of any kind.
  9. No activity shall be carried out on any part of the Town Council's property, which might constitute a risk to Health and Safety or to The Centre and surrounding properties.
  10. The Hirer shall comply with all conditions and regulations made by the Fire Authority and Local Authority, in particular that no obstructions be placed in front of Fire Exits. The Hirer should be aware of the location of first aid and fire fighting equipment, and procedures for emergency evacuation of the premises. A first aid box can be found in the kitchen. Hirers are requested to ensure they have a mobile phone available in case of an emergency. Nearest public telephone is located in Hitchin Road, Stotfold.
  11. The Hirer must report all accidents involving injury to the public to the Town Council as soon as possible. Any failure of equipment either that belongs to the Centre or brought in by the Hirer must also be reported as soon as possible.
  12. The Hirer shall ensure that nothing is done on or in relation to the premises in contravention of the Law relating to gaming, betting and lotteries.
  13. The Hirer shall not use the premises for any purpose other than that described in the Hiring Agreement, and shall not sub-hire or use the premises for any unlawful purpose, nor do or bring onto the premises anything which may endanger the same or render invalid any insurance policies in respect thereof. 
    *The insurance held by the Town Council provides limited cover for users of the Centre and the Clerk will provide details on request.
    *Users of the Centre are responsible for safeguarding their own personal effects or property.
  14. The Town Council reserves the right to cancel the Hiring Agreement at any time, or prohibit the continuance of an event if it considers that the Hirer has failed to comply with any of the conditions of hire or that continuance of the event is undesirable.

    *Members or employees of the Town Council or persons authorised by them shall have the right of entry to the premises at all times.

    NO SMOKING PERMITTED ANYWHERE IN THE BUILDING
